Silver has long since been considered not as valuable as gold despite the century or the community, but there have been rare exceptions such as an early ancient Egypt. A more recent one was Japan which had been an isolationist country for a long time. Without any native silver, the first time that Japan became familiar with silver, they were more happy to trade more gold for it than anywhere else in the world.
