Mr. Wilkinson falsely introduces himself as Arthur Slugworth in the original Willy Wonka movie. He definitely has the face of a villain and the attitude to go with it.

You may have never noticed him until he encountered Charlie, but he was at every single event where the golden ticket winner was shown to the viewer.

Some moments must have been a very hard to guess occasions. I guess it is possible for him to wait several hours at the factory where Veruca Salt won hers, statistically the ticket was going to be hers anyway.

But how did he know the exact bar, the exact moment, and the exact kid that bought the ticket that Charlie had? Or the fact that he even opened it? But we learn from his encounter with Charlie, that he promises a huge stack of money for anybody who brings him the Everlasting Gobstopper to reverse engineer.

But it turns out that he’s really just Willy Wonka’s friend who was just trying to test the children on their hearts. And I don’t believe he’s in the book as this final test wasn’t really part of the children’s classic in its paper form. But unlike most movie additions from books, I actually kind of like it.
