Tennessee senator William Blount

William Blount was one of the first two Senators from the state of Tennessee. He was owner of massive amounts of land and his investments eventually went sour putting him massively in debt. He ended up conspiring with Great Britain to take Louisiana from Spain in an effort to reverse his own misfortunes. When the plot was uncovered by the U.S. government, the Senate attempted to impeach him and Abigail Adams lamented that Philadelphia had no guillotine. Despite that, he remained popular in Tennessee after fleeing from the U.S. capitol. He served the last few years of his life in the state senate of Tennessee.
