The Timer isn’t new, it’s been in the series since Brawl. It’s not from any Nintendo series, but a Smash universe original.

Once you grab it, your opponent(s) move really slow.

Making it real easy to get some good hits in. I always enjoy being the wielder of such magic. Not very fun to be on the other side of the spectrum though.
