Delaware’s Senator Tom Carper was once a Congressman for Delaware back in the early 90s. When Republican Governor Michael Castle was term limited, the two men basically did something that was dubbed as “the swap” as both were easily elected to each other’s seats as Carper became Governor of Delaware.
