Phoebe Abbott is actually Phoebe’s biological mother on the sitcom Friends.

She finds out through her sister Ursula who had known about her for years. Phoebe Buffay was understandably very upset about the whole situation. But her biological mother wanted to be back in her life and eventually she does forgive her.

She gives her some motherly advice when she signs up to be the surrogate mother of Frank Buffay Jr’s kids. But despite all that mother and daughter bonding, we don’t really see her anymore or hear about her after that.
