King Zora is the monarch of the Zora race in The Legend of Zelda: Ocarina of Time. Apparently (officially to Nintendo) his actual name is really King Zora De Bon XVI.

He really doesn’t do much in the game except sit on his throne which prevents you from getting to the first water dungeon. When he finally moves from the spot, it takes forever…

And in the future, he manages to get himself frozen along with his kingdom.

So you have to use blue fire to free him from his red ice jail.
