The World Tournament announcer never received an official name from Akira Toriyama. But he officially reappears in the Majin Buu saga, having been largely forgotten since his last appearance in the original Dragon Ball during the final tournament between Goku and Piccolo.

He is obviously much older than he was before, but his passion for announcing remains. He clearly remembers both Goku and Piccolo and, strangely, does not show the fear toward Piccolo that one might expect.

He does, however, definitely reveal his fear at times, particularly when certain competitors become overly aggressive.

He appears once more in the final scene of the series at the last World Martial Arts Tournament. Now distinctly middle aged, he somehow still dyes his hair blonde.

If you only watched Dragon Ball Z and not the original series, you probably would not care much about this man. But I have a soft spot in my anime heart for him.
