Colonel Silver was a decent minor antagonist in the original Dragon Ball anime. Though a little on the forgettable side.

He may have been the first person in the Red Ribbon Army to encounter Goku, if I remember right. And the first one beaten by him.

While a talented soldier himself, it’s heavily implied that the Red Ribbon Army executed him due to their no failure policy. In the anime they kind of make it seem like he could have ran away, but the manga does not. He must have been aware of the policy, so why return to headquarters?
